This PhD dissertation examines the digital transformation of public healthcare, focusing on the adoption and implementation of digital health technologies. These technologies have the potential to significantly improve public healthcare, including improving the quality, efficiency, and accessibility of public healthcare services.
In recent years, digital transformation has gained considerable traction within the public sector, with growing interest from both scholars and practitioners. This trend has been further amplified by the Covid-19 pandemic, which catalyzed the widespread adoption of digital health solutions to maintain and enhance service delivery during times of crisis. The accelerated digitalization of healthcare underscores the critical need for a deeper understanding of the challenges and opportunities associated with these technological innovations. From a managerial and legal-economic perspective, this dissertation seeks to critically analyze the strengths and limitations of integrating digital innovations into public healthcare systems.
This dissertation examines the digital health technologies that emerged during the pandemic by establishing a framework derived from managerial theories. It also provides a comparative perspective among different healthcare organizations. A distinctive feature of this research is its focus on the intersection of digital technology integration with the inherent complexities of the healthcare sector. These investigations want to contribute to the few literature on digital transformation in public services, with a particular emphasis on public healthcare systems that involve exclusively public sector partnerships.
For these reasons, to fulfill the research gap, this PhD dissertation aims to determine the potential of digital health technologies in public healthcare and how the system moves toward the digital transformation of services. These expectations were sought to be filled through the studies presented in the central chapters. The first study focuses on the adoption and implementation of digital health technologies within complex healthcare organizations. The second study focuses on the regulatory challenge within healthcare organizations in the post-pandemic period. The latter two studies analyze the technological struggles and lack of skills in the elderly population, which interfaces most with the health systems. After identifying the organizational, technological, and regulatory determinant factors that influence innovations in public healthcare, an attempt was made to provide interesting insights to establish institutional policy and implications for health professionals in the field.
In conclusion, in light of what emerged during the writing activity, an attempt was made to formulate an overall evaluation concerning digital transformation in the public health sector, also in light of the ongoing tensions present due to the innovative push toward digital transition in the public sector on one side and the concrete challenges that approach such a cultural change on the other.
