International Collaboration for the Environment and Nature in the Innovation Era: Policy Influence, Agency and Responsibility

The present thesis explores diverse dimensions of Collaboration for Research through an interdisciplinary view, emphasizing the individual level as active actors that shape the landscape of Collective Research to solve Natural and Environmental Problems. Integrating insights from Policies, Natural Sciences, and Responsible Innovation through the Individual Agency. The research addresses critical challenges in transitioning the view of research as a collective effort for Society and Nature. The study draws on three original articles, employing both Quantitative and Qualitative methodologies to provide a comprehensive analysis of the function of the individual level in the process and outcomes of Collaborative Research. The first article utilizes a Quantitative approach by using Intervention Analysis, exploring 30 years of longitudinal data of green technologies, exploring the context of collaboration in green technological developments in the EU. The main findings reveal that Policies of Funding and Market-based Mechanisms fostered the collaborative development of green technologies, but mostly, Funding policies have provoked a spillover effect in number of Co-inventions in these technologies, reversing a possible downtrend rate. The study proposes an analytical approach for Policy Evaluation of broader indirect effects of Policies. The second article adopts a Qualitative approach by obtaining information from Researchers that carried out transatlantic research between Latinoamerica and Europe in Natural Sciences. This study explores a neglected area of common understanding in both macro regions. The study observes how information and goals asymmetries exist and these are based on preconditions of the origin of collaboration, time for mobility, language for communication and cultural understanding. Emphasizing the importance of clear communication with the purpose of increasing impact and mutual benefits. The third article bridges to the real world of policy implementation based on pragmatic and theoretical Principles of Responsibility of Research. A case studio that belongs to an international consortium was explored from an agentic perspective at the individual level in a research team of Bioengineering for solving problems of ecosystem pollution. The objective of this research was to explore to what extent, through the agency of individuals, Responsibility Principles are embedded and influenced by Coercive, Mimetic and Normative Institutional pressures. Qualitative data was taken from a research team, contributing to the Reflective view of Responsibility in Science, exploring in this sense, to what extent adoption of Responsibility is influenced by international perspectives and is embedded individually in the researchers. It was found first that coercive pressures are mostly guiding through the application of funding requirements as a form of constraint from funding bodies, normative pressures are also evident as part of the standards of experimental work, but no mimetic pressures were observed. Among the main findings is that responsibility principles were already unstructured embedded in the researchers’ daily work, without the need of acknowledgement of the normativity of the RRI Policies, which make them work related to the principles without thinking of the compliance-based view of RRI. The research suggests some policy implications and adaptation of RRI to context specific needs to encourage reflexivity in the institutionalization of responsibility and ethics.
Together, these articles underscore the complexity of the reflexive view of self-assumptions about the individual agency and the Collective view of research towards the development of knowledge, endeavors that are necessary for finding accurate and efficient solutions to current problems such as Climate Change and Biodiversity loss. Some further recommendations are discussed for developing adaptive guidelines for Policy design and Reflexivity of Research for Society and Nature.
Together, these articles underscore the complexity of the reflexive view of self-assumptions about the individual agency and the Collective view of research towards the development of knowledge, endeavors that are necessary for finding accurate and efficient solutions to current problems such as Climate Change and Biodiversity loss. Some further recommendations are discussed for developing adaptive guidelines for Policy design and Reflexivity of Research for Society and Nature.
