Abstract
This work aims to provide an alternative empirical approach to the Smart Specialisation effects estimation. From an empirical point of view, Smart Specialisation has always been a vague concept. Many works on the subject adopted pure technological or policy approaches, both defective on considering the entire aspects of the issue.<br>By using data from the S3 Platform and OECD RegPat database, we are going to estimate the effects of S3 strategies decisions on the industries by using an instrument derived from patents. This instrument we use is the Revealed Technological Advantage in Production (RTAP) and represents if the region has a revealed advantage in the patent classes associated with a specific NACE2 industry. We believe that this method opens the gates to new analyses of Smart Specialisation, allowing to provide more consistent estimates of its effects and more effective policy suggestions.
