In this PhD the thesis aims to consolidate and concretise the messages found in the literature and in the survey used at the local level, the evaluation of telemedicine programmes from an HTA perspective serve to arrive at more objective evaluations by policy makers and institutional decision makers by making some useful executive suggestions. It also seeks to enrich the body of literature concerning the design, development and implementation of HTA-based evaluation tools applicable to institutions at different levels in the health care system. The topicality of the subject of digitalisation in healthcare focused on telemedicine imposes economic and institutional reflections that must be made by our country in particular regarding the allocation of resources (with particular reference to the funds guaranteed by the PNRR). The path of the thesis is articulated in four articles that come to a conclusion regarding guidelines that can be applied by the policy maker. The pathway indicated by the articles is concatenated and consecutive at the same time, i.e. the origin of the thesis starts from the first article which is a survey based on a literature review aimed at investigating the development and diffusion of telemedicine at regional level in Italy with a particular focus on telemedicine programmes and legislation in the regional sphere. The second article is a case study of European countries comparable to Italy in terms of telemedicine development and implementation in order to be able to make a comparison in the European context and to be able to understand what other euro-zone countries have done more or less than Italy.
